The Procurement Act 2023 is now in effect, changing the process for bidding on government tenders. Suppliers will need to register on the Central Digital Platform (CDP) and provide certain information that can be used across multiple bids. The information suppliers will need to provide as part of the registration process will depend on whether the tender requirements are for a below threshold or above threshold procurements. If a supplier has already registered on the CDP (e.g. for a previous procurement), then there is no need to register again.
Below threshold procurement
From the 1st April 2026, suppliers awarded below-threshold contracts (any procurement between £10,000 +VAT and the relevant procurement threshold) must register on the CDP to obtain a unique organisation identifier as part of the contract award process
• Registration is simple and will only take a few minutes – there is no requirement to complete the further ‘Supplier Information steps’ on the CDP.
• Note that registration is not a condition for participating in a below-threshold procurement process – however, it is required by the successful bidder at point of contract award and suppliers must provide their unique identifier to the commercial team.

Above threshold procurement
Suppliers responding to above threshold procurements, will need to register on the CDP and complete the further ‘Supplier Information steps’ which includes (Basic information, Financial information, Connected Persons information and Exclusions information). Suppliers will then need to declare this information is correct and generate a share code or download a file of their information. Suppliers will need to submit this share code or file in the way determined by the buyer in the tender notice or tender documents.
If the buyer has requested the share code option, when suppliers are ready to create their response and submit their bid, click the ‘intend to respond’ button and enter the Share Code. Suppliers will not be able to proceed with bid their submission until the Share Code is provided. Note: Suppliers can still express an interest in a tender before registering on the CDP.

For procurements under the Public Contracts Regulations 2015, the submission process remains unchanged.
